Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are issued from various governments. Immense energy is allocated on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through timely intelligence. From observation points, military aircraft that had been dispatched to counter approaching guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Ongoing Risks
Not long after, a automatic firearm fired at a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that regional partners are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This pattern will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership operates on a principle understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to compel Moscow to surrender the areas that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does little to deter Moscow, through words or deeds, from believing that the current condition will not change more in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
